A federal judge has tentatively ordered
dismissal of a $12 million lawsuit against
the U.S. government, filed by a former deputy
marshal who said he was unknowingly drugged
with LSD as part of a CIA mind-control
program before trying to hold up a San
Francisco bar nearly a half century ago.

In earlier rulings, U.S. District Judge
Marilyn Hall Patel rejected the government's
attempts to dismiss Wayne Ritchie's suit and
said he had shown that a CIA mind-control
experiment code-named MKULTRA was operating
in San Francisco in December 1957, when
Ritchie says he was drugged. --April 13, 2005

when CIA director Allen Dulles (uncle of
Avery Cardinal Dulles) approved Helm's
proposal to develop the "covert use" of
biological and chemical materials.

The United States' first foray into truth
serums started in 1947 as Project CHATTER
initiated by the navy. The project was
terminated in 1953. In 1949, at the Edgewood
Arsenal the CIA began project Bluebird using
Nazi scientists to find a truth
serum. Project Bluebird evolved into Project
Artichoke and eventually into MK-ULTRA.

This cycle of government deception continued
well into the 1970s, with thousands of
Americans exposed to nuclear radiation,
plutonium injections, chemical sprays from
airplanes, open-air nerve agents and
mescaline in secret tests.

OPERATION MONARCH

A meeting was held in General Carter's office
on 29 November 1963 to discuss the subject
program. Those present, in addition to
General Carter, were Messrs. Helms,
Kirkpatrick, xxxxxxxx, Gottlieb and
Earman. The main thrust of the discussion was
the testing of certain drugs on unwitting
U.S. citizens. Dr. Gottlieb gave a brief
history of the MKULTRA program which was not
in any way at variance with the IG report of
August 1963 on this subject.
Declassified: Keeping tabs on MKULTRA
After codification in the CIA's "Kubark
Counterintelligence Interrogation" manual in
1963, the new method was disseminated
globally to police in Asia and Latin America
through USAID's Office of Public Safety
(OPS). Following allegations of torture by
USAID's police trainees in Brazil, the US
Senate closed down OPS in 1975.

After OPS was abolished, the Agency continued
to disseminate its torture methods through
the US Army's Mobile Training Teams, which
were active in Central America during the
1980s. In 1997, the Baltimore Sun published
chilling extracts of the "Human Resource
Exploitation Training Manual" that these Army
teams had distributed to allied militaries
for 20 years.
MK ULTRA really did exist - we may not want
to believe it but we must accept it as a
terrifying fact - the point where science
fiction became a political horror story.

The U.S. Government really did experiment
with brainwashing techniques utilizing a
number of methods including hypnosis and mind
altering drugs.

Worse still the experiments were carried out
on unsuspecting people (both civilian and
military) without their knowledge or consent.

The existence of MK ULTRA was first brought
to light by maverick government officer John
Marks - on 20th September 1977 the
U.S. Senate investigated MK ULTRA discovering
that thousands of people had been the
unwitting victims of mind control
experiments.
Most MK-ULTRA documents were summarily
destroyed on orders of outgoing CIA chief
Richard Helms in 1973. The files were
shredded because of "a burgeoning paper
problem," according to Dr. Sidney Gottlieb,
the sorcerer-spook who ran the MK-ULTRA
program.
The Pre-history of MKULTRA

These mind control technologies have been in
place for a long time. It's not an accident
that the frequency band chosen for cell phone
use just happens to match the second order
waves that Wilhelm Reich discovered in the
late1940's to effect thought transmission and
allow the mind to be manipulated without the
victim realizing it. Reich worked on this
project secretly for the CIA for over 5
years, from 1947-1952, until he realized who
the CIA was planning to use the mind control
on -the American people. He was outraged that
he was deceived and used for such a devious
motive and swore never to cooperate with the
CIA , NSA , or FDA again. Reich was murdered
in Federal prison in 1957, just a few weeks
before he was due to be released, having been
in prison for 2 years on a trumped up charge
of contempt of court.
